Start with seats, not employee count.
HubSpot's current Sales Hub pricing is seat based. Professional and Enterprise use Sales Seats, while HubSpot says view-only seats are available at no additional cost. That means a 20-person business with eight active sales users can have a very different software bill from a 20-person business where nearly everyone needs the sales tools.

At the time of this guide, HubSpot lists Sales Hub Professional from US$90 per seat per month when paid annually, versus US$100 per seat per month on monthly billing with an annual commitment. Enterprise starts at US$150 per seat per month. HubSpot also lists mandatory one-time onboarding of US$1,500 for Professional and US$3,500 for Enterprise.
What 10, 20 and 30 Sales seats can look like.
Using HubSpot's currently listed annual-billing rate of US$90 per Professional Sales seat and US$150 per Enterprise Sales seat, the seat cost alone works out as follows:

A 20-person business might not be a 20-seat purchase.
Imagine a 20-person recruitment agency with eight people actively prospecting and managing client opportunities. Costing eight Professional Sales seats is more useful than multiplying the price by all 20 employees. The same principle applies to trades, MSPs, solar businesses and professional-services firms: map roles to the tools they genuinely need.
Starter vs Professional is a workflow decision.
Starter can be enough when the requirement is relatively straightforward. Professional becomes more relevant when the business needs to automate and scale sales processes, with HubSpot highlighting capabilities such as sequences, forecasting, prospecting tools, call transcription and coaching. Paying for Professional without needing those workflows simply creates an expensive CRM.
Sales Hub is only one part of the possible bill.
A business may also evaluate Marketing Hub, Service Hub, Content Hub, Data Hub or Revenue Hub. Those products have different pricing structures, so a full HubSpot implementation should be costed around the actual stack rather than assuming the Sales Hub seat calculation represents the entire account.

Don't ask “What does HubSpot cost for 20 employees?”
Ask how many people need which HubSpot tools, what problem requires Professional or Enterprise, what onboarding and implementation will cost, and whether the extra capability will actually be used. That gives you a much more realistic buying decision.
